Here is a genius way, America, to not have to worry about the billions needed to rebuild NOLA after Katrina and how much they would increase the deficit or ruin the economy: Sell back Louisiana to the French. Hell, you will even make some money back on the deal. ;)

You forget that Lousiana at the century where it were sold had the size of about one quarter of the USA today. :)
