Its actually two reactors and they won't comply until the reactors are up and running.

Why would anyone want a fission reactor in 2005? The technology is thoroughly discredited. Much better to give them a few hundred windmills. If they insist on nuclear, ask what are their plans for dealing with the waste? Do they want nuclear only because they can adapt it for making bombs.
Just wait for North Korea's next big concession. They will promise to not invade South Korea just as soon as all American forces leaved the the de-militarised zone is cleared.
It just takes a little trust and a lot of stupidity.
