Actually, I think it's exactly why strapping them for cash will not work.
According to the article, Hamas made much needed improvements to the town, improved finances, and tried to impose order. All of which are positive steps. But after all, they got voted out because the people were expecting more.
Now, imagine if they couldn't make these improvements because of lack of funds due to Israel and the US withholding finances. Then Hamas, and the Palestinians, can simply point the finger at the US and Israel. And we're back to the "blame them, it's their fault, hate them, kill them" ideology.
The article is a perfect example of how Hamas has to prove itself, and will be held accountable democratically. If the Palestinian people see that Hamas isn't meeting their expectations, they will turn on them, as simple as that. Without any intervention from the US or anyone else.
But as soon as Israel and the US try to impose any measures, however minimal, they will be blamed for everything.
